Start meeting at 1.30 pm


Agenda 1 Matters to be informed by the chairman Khun Liz, the chairperson, welcomed everyone and thanked them for attending, and the meeting began at 1.30 p.m.


Agenda 2 Adoption of the minutes of the previous committee meeting

Resolution: The previous committee meeting's minutes were unanimously approved.


Agenda 3 Approval of the matter:

3.1 Consideration and approval to repair the floor around the swimming pool’s shower.

Resolution: The committee unanimously approved the contractor, Mr. Kambao, to repair the floor around all the swimming pool showers, in the amount of 9,000 THB.


3.2 Consideration and approval to replacement of the backup battery for elevators no. 2 and 3.

Resolution: The committee unanimously approved the Mitsubishi replacement of the backup battery for elevators 2 and 3 in the amount of 31,672 THB. QPM clarified the battery life is about two years, therefore, it is time for a replacement.


3.3 Consideration and approval of the painting of the railing and the fire escape stair hall.

Resolution: The painting of the central fire escape stairwell. Repaint walls, ceiling & handrail was unanimously approved by the committee, and the committee will begin negotiations with the current painting contractor. Job to be started only after the entire building painting has been completed.


3.4 Consideration and approval of the adding lights around the swimming pool.

Resolution: The committee unanimously approved adding lights around the outside of the swimming pool.


3.5 Consideration and approval of the improvement of the entrance door to the swimming pool.

Resolution: The entry door to the swimming pool must always be closed. The committee has requested that management provide a quotation to install a new strong door closer that will not allow the door to be propped open.


3.6 Consideration and approval of the new design of the entrance to the car park.

Resolution: A sign will be posted facing out to the road of the exit to the car park showing a penalty fine of 2,000 baht for any vehicle entering the parking lot via the exit. Cameras will be installed to monitor the entry and exit of the car park.


3.7 Consideration and approval to reinstall stainless steel rails to our front entrance.

Resolution: The committee unanimously approved to reinstall stainless steel rails to our front entrance by Mr. Kambao, in amount 8,000 THB.


3.8 Consider and approve of Moratorium on renovations dates and use of noisy tools outside those dates.

Resolution: There will be a period of refraining from renovating any unit from 1st November 2023 until 31st March 2024, except in an emergency case such as the water leaking, or health and safety, etc. During the remaining 7 months (April – October), co-owners are allowed to renovate and use noisy power tools such as jackhammers and drills from 10.00 a.m. until noon. Any work such as painting that does not make noise will be allowed any time of the year.


3.9 Consider and approval closing the Juristic Office for Songkran (April 19th,2023)

Resolution: The committee agreed to close the office for Songkran’s Day (April 19th, 2023).


3.10 The Security Report.

Resolution: The Chief of Security acknowledges that cars are checked for the new 2023-2024 parking sticker. The license plate of every car entering the carp park is recorded everyday.


3.11 Routine electric power generator maintenance, for lifts and common areas as agreed with Mr. Thatchai (KAI)

Resolution: In order to inspect the MDB cabinet, the contractor must cut off the electricity and the generator cannot be used. QPM proposed that we request a quote for the annual inspection of the transformer and the MDB room around August, so that the contractors can complete both inspections on the same day.


3.12 Update on quotations to install steel staircase from our roof up to our water tanks.

Resolution: QPM will provide three quotations based on a common specification.


3.13 Consider and action a search for someone to take over the website and FB page.

Resolution: Khun Liz will take over the website and Facebook page. Any website modifications or updates will be delayed until late 2023, when a no cost update can be done.


3.14 Consider repair of underwater lights in the pool

Resolution: The management will request a quote from Best Choices Company and the pool provider (Mr. Paul Bodkin).


3.15 Consider and approve purchase remote control for the open entrance and exit door.

Resolution: As someone comes in and out, the management suggested that the guard stand up and check around. As a result, the meeting disapproved purchasing a remote control for the open entry and exit doors.


3.16 The debt collection process

Resolution: The procedure

  1. Send out the warning letters every month to anyone with unpaid fees.

  2. Attorney debt collection for owners owing 40,000 baht or more for more than six months.

  3. Legal action will be taken against any owner owing any amount outstanding more than 4 years.

Agenda 4 Accounting and financial status reports and outstanding debt collection litigation.

Resolution: The meeting acknowledged the financial report and the Juristic Person has posted a current report on the board in the lobby.


Agenda 5 Performance Report

Resolution: The Committee acknowledged the report.


Agenda 6 Other matters (If any)

6.1 A few people have been observed walking around the lobby and on the elevator not wearing a shirt. QPM will create a picture of a male and female wearing clothes to give to anyone not wearing the proper attire. This should facilitate building security communication to foreigners speaking different languages.


6.2 The committee approved a 6,720 baht accounting write off of the previous coin-operated drinking water machine that was replaced in 2014. There is no way to recoup these fees as the prior owner cannot be found.


6.3 The committee approved a 1,800 baht accounting write off of cable TV in 2020 for room 434/531. In previous years, the owner declined cable TV and was not charged. The owner was unable to come to Thailand in 2020 during covid and had information about needing to refuse the service in order to avoid being billed.


6.4 The entrance and exit to the car park will have direction arrows repainting with reflective paint. The building techs will complete this work.


6.5 Building technicians are planning to paint fire doors on the swimming pool side and Thappraya side.


6.6 Underground: the task of inspecting


6.7 The committee approved a budget of 7,000 baht for the purchase of a water pump to pump underground wastewater.


6.8 The swimming pool has 6 filters. One is not working. QPM is obtaining quotes to replace one filter. A pool expert, Paul Botkin, will be requested to inspect the pool system and advise whether it should be fixed as each filter fails or to replace the entire system. The Committee will analyze the cost of constant repair versus replacement before making a final decision.


6.9 The fire door on the 18th floor is broken and needs to be fixed. The building technicians will fix it.


The next meeting on Thursday 27th April 2023 at 10.00 a.m.
